Driving by the new Medical Pavilion office building on the Howard County General Hospital campus I noticed a special parking near the front entrance of the building. Instead of white stripes the spaces were lined in blue. A sign designated these spaces for “Fuel Eff Low Emit Parking.”
I counted at least seven vehicles parked in these spaces that probably didn’t qualify.
I think part of the problem is the sign.

That bad sign reminds me of a humorous story. I was at the Lakefront and a family with three kids were feeding the ducks around tke lake. A woman came up to them and asked them if they read the sign stating "Don't Feed The Waterfowl". The one mother said back - "We're not feeding any waterfowl, we're feeding the ducks". I just burst out laughing while the first woman stormed off.
I saw that sign also the first day they opened when I arrived in the morning for my gastroenterologist's procedures. I parked there. I have no objection to giving up the closest spaces to people who are disabled or handicapped. I don't know who's bright idea the sign was but they will have to tow or fine me to make a difference.

I'd park my 2001 honda non-hybrid Civic there because it gets better MPG than some of these hybrid SUVs.
I think perhaps the low emissions should be the deciding factor there, not the fuel efficiency. Even a humvee is fuel efficient if you compare it to a....lear jet? My poorly illustrated point was more or less that Emissions ratings are non-negotiable. Your car either fits the emissions standards (for Low Emissions)or not. "Efficient" is a rather subjective subjective term.
This is as stupid as giving parents and pregnant women the prime parking spots like they do at grocery stores.
Why should I be penalized just because I have the good sense to use a condom?
I don't mind giving parents of small children and expectant mothers priority on parking.
When my kids were little, I was waiting for a parking spot at the Safeway in the icy rain when another car came by and stole the target spot before I could turn in.
I parked out at the end of the lot and, carrying one little one and holding hands with the other, slipped and slid over the ice to the store. Not nice.
Totally ridiculous. So many of the people who come this building are elderly and aren't going out buying new hybrid cars. So, in addition to walking across a massive lobby to tucked away elevators, they can enjoy the long walk in the cold, rain or heat past dozens of empty spaces. Maybe someone can modify the silly "green building" rules to take into account the use and users of the building!
