When she was an assistant principal in Frederick, the newly named HoCo schools chief Renee Fooze was a member of a group that sought to limit parental involvement in school policy making. Heinz Site, an Elkridge private investigator hired by one of the current school board candidates, found evidence that Fooze once belonged to the Frederick Alliance to Reform Teaching. This group sought to develop strategies to limit or subvert parental input in the public schools which they saw as tiresome and a distraction from allowing teachers to do what they know is best for students.
